Max procs per minute?

I vaguely remember from playing EQ Live ages ago the concept of a maximum number of procs per minute, does this concept still apply on this server?

In my never ending min-max obsession, I'm trying to figure out which weapon aug (type 16) is better (T7 and below). It appears like there is a very limited set of choices:

Ball of Pure Fear - 5 dmg
Box of Silver - 5 dmg and 100 DD fire proc
Dark Ball of Energy - 8 dmg

Question:
The Dark Ball of Energy is the obvious choice but it's lore so it's really a decision about your offhand weapon and Box of Silver or Ball of Pure Fear.
So if there is a maximum amount of procs per minute, wouldn't that make the Ball of Pure Fear a much wiser choice over the Box of Silver? I don't think i'd want a 100dd proc occurring instead of a nice lifetap or some better proc.

As far as I understand it, the proc chance has no hard limit. It uses a base chance from a designated average procs per minute, which is able to adapt to weapon speed. That means the base chance of a slow, 2h weapon is higher than that of a fast 1h weapon so that they both may achieve the average procs per minute.

After the base proc chance, things like dexterity and the proc rate modifier of the weapon come into play.

In the end, each swing has a % chance to proc with no cap. Best wait for another dev to confirm, but I'm pretty confident ^ is the way it is on THF.
