Skill Increases on Test Dummies

I was curious if anyone else was having trouble gaining skill improves on the test dummies.
I beat on the CT dummy in my guild hall for a very long time last night with my lvl 23 Beastlord and got no improves in Hand to Hand. Am I doing something incorrectly? I didn't have this issue with my Ranger or Bard.
