Setting up to play on THF

To the best of my knowledge I've downloaded all the particular files that I've seen mentioned in the forums. When I approach the NPC that checks for the correct files he asked if I could see the effects on the weapons he is holding.

I do see a blue electrical effect so I click Yes and then he suggest I need to load a certain file. What should I be seeing? As far as I can tell I've loaded the Patcher, The Switcher and dragged and dropped the Custom Spell File. Everything in the game appears to be functional and unique (as best I can tell as to how you guys designed it).

What should I be looking for that will allow me to know I have all the needed files to play? Thanks.
