I have no clue where to turn in this token. I bought some off the AH and hope to get some fleeting quivers! Any help would be appreciated, thanks.

I think you are looking for the barbarian lady in the bazaar. (She is one of three npc in the middle of the room where you can find Merchant Tekrama who sells the Traderbags).
She changes bagtokens for real bags.
