Hailing NPCs not working, and no ooc permission

Hello, I am new to the server and when I try to do the quests, when I hail an npc starting with Queen Adrienne...I get no response...I also tried to ask in ooc, but it said I did not have permission. I downloaded from eqmulator and I downloaded the thf custom files and spell files and put them in my eq folder...anyone have any ideas?

The ooc permission is granted after leveling your character - level 2 or 3, I forget, but its low. kill 1 or 2 mobs, and you got ooc. The /hail issue is probably related to range; get cozy with the npc, like invade their personal space cozy, they don't mind - then hail.
