Halloween Event Tokens; Is the secret public yet?

Was just wondering if anyone was willing to share the info with a smaller guild yet? The only "hint" we got so far was talk to "the person you turn them in to." Did dialogue with Fernando the Black and he basically just said he can give you quests for the tokens. No leads on where to get them. OOC'd a hundred more times and after getting bit into by complainers a few more times someone sent a tell saying "you need to go and hail all the people." I asked who do I hail, and was told the NPC's for the quest. I asked where do I get a list of NPC's and I was told you don't...

I really wanted to try this, and I have about 20 others in guild that would like to as well, but we don't know where to start and no one seems willing to speak about it in a concise manner. It is agonizingly frustrating.

If you know how, please share:
1. Who gives quest to get tokens? If it is Fernando the Black, is there some catch phrase you must say? Is there a prerequisite to speaking with him for the quest?
2. Do you have to "hail all the people," before speaking to him? If so, where can one acquire a list of the NPC in need of hailing? Does Fernando the Black give the list? If so, what activating dialogue is needed for him to spill the beans?

I understand that everyone is profiting greatly from selling these drops for 800K+pp but some of us don't have anywhere near that kind of plat to just spend on a single item no matter how cool it is. Many people in our guild are new 70's [some been "new 70's" for several months now] and most are T4 or worse geared. We don't have the hook up guild or anything and are just slowly but surely progressing through. This event shows a great advantage to us, and we would love to participate. It sucks seeing everyone revel in joy when you're the group that's left out entirely. There is only so much "being happy for others" some people can take before wanting to take a spin on the merry-go-round themselves. Just saying.

If you have 20 folks you are not a small guild. You get the tokens from the 2012 Halloween guy by the normal porter in Thf zone. Get costumes and go scare npcs in diff zones. Then you turn them into Fernando in sk.

OMG!!! LOL! You know I have that quest almost complete and let it fall to the wayside because I wanted to figure this out so bad I was out searching through all the event zones and talking to maaaaad NPC's and OOC'ing until people's eyes were bleeding green... All along I had the quest! LMAO!

Why couldn't someone just say it's the Herman Stinkytoe guy [I know that isn't the halfling's name] by Elyse? LOL! People are funny sometimes...

Well if you read my quest wright up they say it's a reward and what they're used for too . but I must not of been around all those times you ooc'd for help or just missed it somehow....

Ironically, as many times as I have been digging through the forums, I never noticed a single quest description posting for it either... Looks like we overlooked each other.

Description wasn't in the title, but the trick or treat quest should be enough . I did one for all of the trick or treats. Granted, I prolly stuck them in the wrong area...General...

Yeah, that section I thought was for reporting general glitches. I never look there for anything, jokes on me this time.

So aggravated that my main only needs to hail one NPC in Seb and I never did it.

Really had no idea where to put em though. Most everything is error/bug/feedback related & quest guides has nothing for this stuff so /shrug.
