Tinkering

In my search to find a few recipies to skill up on in tinkering i'm noticing a common trend. 90% of the materials needed drop from POInnovation. I know that this zone was closed due to exploitation of xp there. Is there any way to drop the xp gained in that zone to next to nothing so i can farm mats and skill up?
