Fennin / back flag

Disclaimer after typing this I am not sure if this is a error, discussion or should be a petition. I am not sure if something is broken but hear me out.

I have re-read the threads about changes to tokens, back flagging system and patch notes and I can't find anything on this. If I have missed it just call me out on it and stop reading here.

Going back 11 years or so when we had a super active population since Fire is a wide open zone someone got a Fennin kill, server emote of the kill and then you would see the /ooc Fennin hails COH available.
It was awesome took care of all flags for T1-T3 and T5 if you chose to go that route.

Fast forward to yesterday I notice Wood Elf Beastlords are FINALLY here so I must have one. Roll him up, name him after my brother toon from live(Hellmaster) and do my thing.
I know how the progression goes, I figured I would go in order so I don't miss anything and to provide feedback.
T1 done.
T2 done.
T3 pump the brakes what is this key quest? Not fooling with that Oh look Fennin up, I'll get the hail and get into Sleepers that way.
T4 done, get him his Fennin hail.
T5 done.
T6 might as well go clear Fear, done.
T6 VP ok that zone is a pain with all the clearing for a token I'll do the key. - Oh snap one of the scrolls is in Sleepers.

About to wrap up for the night and realized I didn't zone into Sleepers to get started on the stuff I need in there, figured I would do that real quick due to previously mentioned Fennin hail. Hail Tin and she gives the the speak to Jaled Dar. Ok what ever might be a bug or something, try again today same result. Tali in guild hall says she has nothing available for me at this time.


So here is where I am scratching my head.
Hellmaster's Birthday 9/17/23
Hayne's Birthday 7/16/23 - Basically 100% tokens I know I didn't do any key quests for him, I don't *think* I handed in a Sleeper token on him, yet he can zone in.
I have never done the Sleepers key quest on any of my other 17 toons. What changed between July and now or did I miss something?

Hey Nizzy,

I read your post all the way. Now, I might be old or simply has a slow brain sometimes and I apologize for that, but I don't understand the question or the issue. Black-flagging is zone based now. Not tier but zone so a tier 3 zone will not back-flag you for all tier 3 zones and a higher tier zone will not backflag you for a lower tier zone either (as before). This is how it should work and if it's not then we'll have to take a closer look.

Sorry I might have been a little tired when I wrote that and it had some nonsense that I thought was funny.

Basically here is where I think the issue is and was pointing out how I miss the Fennin hails for flags in OOC.

Hayne - 99% sure I did not hand in a Corrupted Token of Kerafyrm for him. I am almost positive I got him a Fennin hail and he got flagged to Sleepers. See his creation date above for point of reference that he was created after changes. I could be wrong but I just do not remember taking this step with him at all.

Hellmaster - No issue here was mainly listing him as a control subject running through it to see how everything works.

No issue with my flagging I took a short cut and got Hellmaster flagged for Sleepers. I mean he is 2 days old and already got him flagged all the way up to DSK2.

Everything looks like it is working as intended per all the discussions just scratching my head on how Hayne got flagged.

Hehe, well, if not the key access quest then it's a token. Either way you have the flag, can confirm this reading the database and for the future I enabled logging for token turn ins so I can easily answer and confirm this kind of a question.
