Skill up NPC

Is there any chance of having an npc for giving skill ups to people? I know i'm not the only one who has trouble with their spell skills
Maybe make it a quest, a turn in for 5 or so skill added etc etc.

As far as i can tell they're going up quicker, but the only untrained skill i have under 160 is divination
With the clicky invis items the thought of grinding my divination skill is about as welcome as a fart in a space suit.
