Huntmaster Furgrl where is he?

Been running around looking at what would appear to be the spawn points for Huntmaster Furgrl but I can not find him in the Warrens.
Does he spawn? If so where?
He is the last one I need to find for the prisoner Kobold.

I've heard that he shares a spawn with some kobold hunters...

That is what I thought he must be one of the rarest spawns in there.
