Quick Mass Group Buff

I noticed enchanters get a quick mass group buff aa that shortens the recast time of mgb. Is it possible to make this available to the other casting classes? I saw this thread viewtopic.php?f=65&t=9768&p=57322&hilit=mass+group+buff#p57322 about a shorter reuse time on mgb. Any possible way to get it implemented?
