Plane of Valor exit to Halls of Honor (Under Aerin Dar)

When you exit the Plane of Valor through the lightning portal underground the zone ports you to Halls of Honor (even without access). Trick is, it's an empty Halls of Honor. No mobs anywhere at all. This may be on purpose if there is no other way to redirect the zone connection, but I wanted to make sure to pass it along...
