IMHO it seems more then reasonable I mean Chaos is 15k T9 is 25k there not to far off and more then 5% is already flagged for the zone Also keep in mind were this may seem high to newer players into HoH this zone has been out for 2 years in the next 1-2 weeks. DSK3 from what I see you don't need any other flags IE Chaos or Vistindra kills so really you could get into DSK3 without Xeru kill or 1 HoH/Nadox raid event complete, that makes this flag rather easy to attend after some work cause hey it shouldn't be to easy it is T9.

Just my 2 cents and opinion.

Khal, dsk3 and chaos flag have nothing to do. As Beat said, you need t8 access to buy the 25k map from vendor. For chaos, you need to have completed the solo,grp,raid task and buy the tw+ items for 15k.
