Duke Cruthz mini in HoH not spawning

I think he is bugged and not spawning. I've been killing big cats in HoH all morning and not a single pop. I've had all the other minis spawn multiple times.

Never mind. Apparently all I needed to do was post this. After over 3 hours of slaughtering Death Wulrans, I post this and he spawns 3 times in 30 minutes.
