Erratic Spawns in ToV and VP

My understanding is that respawns in ToV and VP are on 24-hour timers. That holds true for 90% of the mobs. Here are the ones that consistently miss their mark:
ToV: Lady Mirenilla. She's typically my first kill and then the last to respawn. Just yesterday, she took about 29 hours to respawn whereas the others popped right on queue. Her two named drakes and trash spawn right on time, strangely.
VP: Nexona. I didn't have time to wait for this one. At the 26 hour mark I had to leave and Nex still didn't respawn. Interestingly, I killed in the order of Hoshkar, Silverwing, Nexona, Xygoz, Druushk and they respawned in the order of Hoshkar, Silverwing, Xygoz, Druushk, and I can only assume Nexona is finally back up.
It's vexing and totally messes with my raiding times - any idea what's going on?
