I posted an ability I think would help out with the rogue class and a tank doesn't matter which type of tank. For 1 minute all dmg done by the rogue will dump agro onto the target of the mob.

The last shield that was made for a tank class was in Tier 2 in ToV. Why gear another shield towards cleric classes when they have a Tier 5 Shield that drops in PoAir off a Avatar that geared for them. I have yet to see a Tank shield geared for Tanks. This post is a suggestion to change the Best Dropped shield in the game towards tank classes. As said before changing the reuse time on the item will still be pointless during a "Raid Encounter". The spell will be dispelled by the time you cast it or one of the many cleric's or shaman will cast over top of it. No point in having a useless spell that last for a few sec's. Even if you did lower the reuse time as a Pally, I can see myself never losing in PvP. An I see myself soloing ST Warder mob's. The idea of making a shield just for tank classes to help single target agro is what this post is all about. The Fearsome Shield can be used by a Cleric, but also is War/sk/pal usable. Take cleric off and let them use the Best Tier 5 shield from PoAir off one of the Avatars.

The shield I talk about above that is dropped off a Avatar in PoAir.

Gear the Fearsome Shield Towards tanks and there need for single target agro control. War's / Sk's / Pal's / (Keep) cleric's on it. But Gear a shield towards better agro control for the Tanks. Again Last shield that was even geared to tanks looks to be in ToV (tier 2) Now since your change on the Fearsome Shield. I'm thinking about deleting the shield and going with the "Shield of Fury".
