Plane of Storms, "Part of a mystery" dropping roughly everywhere for the storm strike recipe

I cleaned the frog cave twice yesterday, twice today, 0 drop. Many stars, 6-8 rods each session. Is my luck THAT rotten ? (wouldn't surprise me)
