Don't get me wrong though, the entire GM staff dislikes the above mentioned behaviour and we don't support it by any means. Personally, i'd like to see a level restrictions (let's say lev40 max for Crushbone) but that in return would make the powerlevelers go crazy

Setting level caps on these zones would work fine, especially in regards to powerleveling and would alleviate some of the frustration of those not powerleveling through it. There are plenty of non custom zones that are fantastic for PLing in. I always use zones like mistmoore when PLing up.

Especially considering most of the time (at least for me) if I am PLing I dont tend to end up looting most things anyways because I am generally rushing to max level and can easily equip from there. So its not like players NEED to PL in the custom zones.

However not much can be done about zones like lguk and stuff because its needed for headhunter.

how would anyone kill the 1.5 mob in unrest if there was a level cap, dont think your suggestion would work. And I personally would vote against that, when I level alts i leave my druid at ZI for damage shield and other buffs. I would suggest letting these people be jerks, move to another spot, cause life aint fair. Maybe you can even beam a smile at them cause their RL prolly sucks balls.

I am personally against level cap, but I think in either case the 1.5 npc should be moved from Unrest to say Dagnors Couldron

Once again, just please report the bad-eggs to any of the GMs ingame or by PM. We'll investigate it.
