loss of mouse over pop up of names on items/buff

Hello. Hoping someone can help. This much be a setting i somehow turned off b/c closing the game didn't help.

You know when you mouse over an item, or a buff, or even if your inspect someone and mouse over an item, the name of that item/buff pops up? Somehow that has stopped working for me.

Anyone know how to turn it back on? I have looked all over the options menu and cant find anything like that. Very annoying, hoping someone can help me get this working again.

well it somehow turned itself back on....go figure. anyways, its working again =)
