Shard of Avilaine's Seal: Slot 17?

Hello,

In looking at this item, is it intended to be slot 17 and 18? This aug is restricted to weapons only (I believe) and I haven't seen a slot 17 in a weapon. I am, however, not very along in progression.

That said, I see slot 16 in weapons and the beta reward weapons all have 16 and 18.

Is it possible that this aug was intended to be slot 16 and 18 instead of 17 and 18?

I'm asking for not so innocent reason....I happen to have a slot 16 weapon already and would like very much to use this aug
