To number 2 it could be several problems but for that would need to know with which client you try to connect and how your eqhost file looks like.
I am still having trouble connecting to the web/forums (this is posted through a proxy). ipconfig /flushdsn works, sometimes. I have changed DNS server also, no dice.
I have no problem connecting to the game server.
