Some (worn) effects not working?

I did some testing and the following worn effects make no change to my character's values via #mystats:

Vengeance IX (worn)
webtools/items.php?id=39366
webtools/items.php?id=39375
webtools/items.php?id=39349
all tested as having no effect on character's ATTK rating

Perfection of Spirit (worn)
webtools/items.php?id=39359
tested as having no effect on character's Mana regen rate and HP regen rate calculating the change in mana shown by #mystats every tic


Also, just a question for information:
Does Vengeance IX behave like Ferocity IX, where this (worn) effect does not stack with others of its line? I always heard that the different Faerune II (worn) effects stack but I don't know the answer to that either.
