This water can be combined with some items sold by various vendors (Royal Jelly, Melted Glacier Whiskey, and Taelosian Tea Leaves) to make a drink called a Glacier Tonic. Be careful it packs a punch.
The Othmirs in Cobalt Scar have been fishing and are now selling Cobalt Cod. When used correctly brewers can make cod oil for tanning Arctic Wyvern Hides that can be combined into various armor by aspiring tailors.
