WB Striat :)

The update includes some spell effects and numerous crash errors.
Adjustments:
Numerous fixes related to bot related crashes
Removed the "Test2" bot saying thingy (heh?)
Edited to add PetPower is now relevant (PetPower 30 should be > PetPower 10).
Implemented various spell effects: (These bonuses ONLY work for players at the moment).
EffectID Name Description:
120 HealRate - This increases Healing effectiveness. 40 = 40% boot
126 SpellResistReduction - Decreases resists so spells are more likely to connect
214 MaxHPChange - Increases max hps (See monk epic 2.0)
258 TripleBackstab - a raw % increase chance to triple BS granted that the player has triple backstab AA
273 CriticalDoT - a raw % increase chance to critical DoT
294 CritSpellChance - a raw % increase chance to critical cast
296 SpellVulnerability - increases the amount of spell dmg by %. (Need to make it cause aggro)
309 TranslocateBind - Wizard AA to translocate group to wizzie's bind (Shin Noir)
330 CritDamageMob - Increases how much dmg a player can critical melee for (See shaman 2.0)
333-EffectOnFade - Casts a spell on whoever the spell is on when the spell fades. So, an npc could proc a "Doomsday" with three minute timer and if it is not cure, it could cast a 100k nuke at the end and autokill player. Also for beneficial (See Enchanter 2.0)
339 - TriggerOnCast This is a chance to cast a spell on. SpellID is in one slot and % chance is in another. Mana flare is 100%, so see Mana Flare for example
