Inktu`Ta plans?

got bored, ran through explorer badge quest. flagged for Inktu`Ta now. is there or was there any plans for this zone? leveled everything in it and no loot tables at all and all mobs seem to be the same regardless if its named or not.

The zone is half done, quests and itemization missing. It's planned to be a 70+ custom zone, in time.
