Should the Level for the proc be 70 on that item? It seems high for a 150 point DD on a level 40 weapon.
Just making sure its not a bug. =)

It's fixed. Freezing Strike II @ lev40 after reload.
Item Change -> Reload needed
Spell Change -> Reload AND new Spellfile needed
