Newbie damage cap

Sorry wasnt sure where else to put this.

The newbie damage cap that restricts melees to a 20/40 cap at 10 and 20 respectively, is there any need for this to be on this server?

Its not a major issue, but wondered if it should be changed to make classes that wield 2hs starting out have an easier life. At the moment it makes more sense for someone pre-10 to wield a standard dagger than their epic 1.0.

Im generally not again in RAISING the cap, not removing it.

However there is no easy rule that i can adjust , needs to be coded.
Item Change -> Reload needed
Spell Change -> Reload AND new Spellfile needed

Dont spend too much time on it :) Thought Id mention it if it was an easy fix. Not like the low levels take that long anyway.
