This isn't the case (perhaps it is on live), taunt adds an amount determined by various factors, plus any gap between the taunter and the person at the top of the hatelist.
So it's similar.. instead of putting you at the top of the hatelist + 1, it puts you at the top of the hatelist + some. If you're at the top of the hatelist, it just adds some.
You can see this in action by taunting an NPC without attacking, and then have someone else perform another hostile action. A successful taunt adds significant hate. A few tests may be needed, as a small amount of hate is still added on a failed taunt (though if you use a much lower level NPC as a test, the taunt is much more likely to succeed).
