Bot and Secondary item

I cant get my bot to equip a secondary item if it can go in more than one slot. Like my shield will go in back and secondary and no matter what i do she puts it in back slot. I give the force command #bot giveitem 14. ill try removing here secondary first and nothing will work.... anyone else having this problem?
