It's only tier 6, so seeing as people have already been clearing PoFear for months it isn't too surprising. They're both the same difficulty, or are meant to be.

As i didn't get people to beta test every encounter we put it live untested on some of the scripts.
ALot of encounters and mobs received a boost, some smaller, some bigger. But in essence yea, its tier 6, not too surprised that people with max tier6 gear can beat tier 6 content
