ok here is where confusion comes from.
The "mitigation value" shown by mystats is different from "mitigation effects"
In short it just a duplicate usage of words.
Yes, AC gives you mitigation, in understanding that its "reduces damage"
But Mitigation effects is something different from AC. Its too reduces damage but it does so differently.
So the "mitigation" you see in mystats is some abstract value that is derived from some portion of AC. Technically, the AC value you see is also some combine value which derived from a dozen from factors, some of which not directly related to AC. its basically shows your total defense bonus, without specifying exactly where it comes from)
In other words, its IMPOSSIBLE to verify/check by hand these formulas without complex calculations that the code does.
Blame Verant for that, they were the ones who always wanted to keep math hidden from the players. In games like EQ2 or WoW - the calculations are more straightforward and your stats window shows your bonuses in more simpler form, which can be checked by hand.
