PHinny fight

We cleared the 4 seahorses up top had a fifth pop kill it phinny popped then depsawned. we tried again killed the 4 and then no fifth or phinny spawned. is it broken or is there a timer on this fight to get phinny up.

from what i have been able to locate here on the forums is that YES phinny is on a 24 hour timer. the 4 seahorses are not on the same timer. was unable to locate anything that would indicate whither phinny could spawn or not. my suggestion is that when every you see the seahorses up kill them and hope for the best.
