phinny's sea horses

has anyone done the phinny's event in kedge recently? a guildie and i killed all 4 sea horses but the anicent one didn't spawn. after searching the forum, i see some people having the same issue but there's no definitive answer to this problem.

is this a bug or it means phinny was killed less than 24 hours ago? i remember those 4 sea horses spawn pretty fast, like 20 minutes or so. but they didn't bother to respawn at all this time.

They respawn faster then event.
If you kill them and event doesnt trigger that means it is not up.
