Verix Kylox Remain vs decayed kylong Iksar

Been working on the headhunter task and completed the Guk one without much problem. However, been trying to complete the one in Karnor and there seems to be one small problem. So far, after like 4-5 spawns, I'm always seeing Verix Kylox's REmains in the basement who is supposed to be the rare spawn and decayed kylong Iksar the PH. Courtesy of AllaKhazam:

Verix Kylox's Remains carries one of three parts of the Medallion of the Kylong, a component in the old Veeshan's Peak key quest.

He spawns at 115, -630, -45 in the catacombs of Karnor's Castle, and his placeholder is a decayed kylong Iksar. There is about a 10% chance that Verix Kylox's Remains will spawn instead of the placeholder.

If nothing else, it just seems that his spawn rate is off and should be the other way around?

*EDIT* Of course the spawn right after I posted this he spawned ... but still 20-25% doesn't quite compare to 90%.

Their spawn possibility was 50-50%. I corrected to 70-30%.
