[Request] Reduced Reuse Time on Mass Group Buff

MGB reuse times range from 50-72 mins on THF, and I'd like to request a reduction to 30 mins.

Here is my rationale:
1) The AA was released on eqlive at a time when it was normal to field raids of 72 people. Here it's more normal to raid with 1/3 of that number, even with lots of boxing. With raid population in that range, there aren't enough of each buffing class so that MGB isn't available often enough to be truly useful for buffing the raid.

2) There's a definite need. With all of the Vaion Touch ™ and dispelling critters around, I certainly rebuff A LOT in the later tiers

3) It has become a novelty AA that I mostly save to buff people in the forest - I'd love to see it be useful for both in raid and out again.

A faster version of MGB is being added with the new AAs that are being developed. The original will remain te same but the new ones will reduce the recast timer significantly.
