I think the VT population count is based on number of entities registered in the instance. I believe I was the last person successful to get in, when we hit 41.. and I clicked with 6 guys nearly the same time, when the count was 35 before. (35+6 = 41). Of course, as people died, they couldn't accept...

or /melee melee=0 when you want engagement, sticking, off but not turn off the plugin (e.g. on my bard i turn mq2melee on/off using /melee melee=0 or 1, since i pull, but don't want to disable plugin since other toons use other features) and cooldowns http://www.mmobugs.com/wiki/index.php/MQ2Melee#....
