Mask of Recklessness

This is one of the new items from Unrest.
Mask of Recklessness
The database shows a cast time of 5.0 seconds. In game, this is shown as "(Unknown Activation)". When clicked, the casting bar goes by but the effect never takes hold and you are left in a casting state (can't camp, can't cast anything else, etc.). Only way I get out of this is by /q'ing as it is not interrupt-able either.
Also, I do have the most up to date spell file.
