The Hidden Forest

This item has worn effect Brilliance of the Elder which alla clone shows to be 10% spell dmg mod. I have tested this items with full buffs and zero buffs just to be sure there wasnt some stacking issue going on but even with no buffs it doesn't increase spell dmg, casted spells, DoT, or weapon procs.

Is this item broken? or does the effect do something other than what the alla clone shows?

The Faerune II focus has 5% to spell dmg on it and it doesn't work either, but its a known bug. I'd imagine this is under the same category.
