Epic 2.0 NPC, "The Dragon Sage."

I have gotten to the step in the 2.0 where you're to go to the Western Wastes and Hail "The Dragon Sage." I have hailed him, said everything from ancient frozen material, recipe, irontoe, etc. No response. 100% positive that I'm on this step- even went back to Icewell to make sure.
Not reactionary to anything!

Move closer. His hail range is minuscule.

I ran around him and must've hailed at least 100 times. Between his feet, in his feet, in his body, everywhere!
