I recently got level 70 but when I go to scribe at Organ he taught me my level 69 spells again even though I already had them and now he will not teach me anything else.

Lvl 70 spells are dropped. Chardok, Icewell, named frogs in PoStorms. Also get t8 spells from Halls of Honor.

Also Shadowhaven is a good place to grab some.
