1hb for casters offhand?

does anyone know how to equip a 1hb on caster's off hand? for example this:
webtools/items.php?id=69423i could swear i've seen some running around with 2 weapons equipped. but i've never figured out how.

The item you linked is not classified as 1hb and does not have Skill : 1H Blunt on it as other 1hb items do.

those weapons have 1hb graphics or 2hb graphics but have no weapon skill and are PRI/SEC which allows casters to use them in place of a shield.
