Tinkering Mastery

Is there a way to get Tinkering Mastery aa on this server?

I made a Gnome Enchanter and found that he does not have Tinkering Mastery aa's. I then found the quest on live that allows gnomes to get the Tinkering Mastery aa. You must be lv59, so I leveled up to lv59 and went to hail the quest npc in Akanon, he had nothing to say to me. The quest is short and ends with you being given 3 books that are consumed when you click them and consume the same number of aa's as each of the other tradeskill mastery aa's for each tier.

Just looking for a no or yes go to this zone and/or talk to this npc from someone who knows what they are talking about.

I can look into it, but it won't be any time soon. Have a few other things that are higher priority =)
