I haven't played in months since I don't have a computer anymore but I am pretty sure that he is roaming around the Dreadlands usually in the snowy area. There is a similar one in Skyfire. Be warned they hit very very very hard. There is only a couple ways they can be defeated.

talendor is in skyfire, gorenaire in dreadlands. I'm guessing this one was to replace severlious in emerald jungle which was turned into a world boss

Was hoping it was going to be Zordak Ragefire but his PH isnt there.
