I remember i had my wiz and went to a gypsie vendor in oasis and got sweet spell, might've been pre kunark, it was AWESOME. finding a cool new spell from random vendor. not so much here anything outside of crush or caves is worthless around those lvls. maybe add some vendors with unique items even for tradeskills. or random named npcs

we put in vendors to our hub zones for easy access, because thats what players generally prefer. we got many request regarding this topic before and why it is as it is right now. Now you are asking for the opposite of others wish. We can't make everyone happy, but if you really want to see a WK vendor, I can copy a merchant from THF/THV to there quite easily.
