Ran through it twice and both times there have been no bosses and the Farseer sister inside not up.

Could you give us a bit more information please? Character name(s)? Also, what do you mean by "Ran through it twice"?
Have you managed to do the instance before?

Yes, I have done the instance a few times before. By "running through it twice" I mean I killed all the trash mobs in it. There is usually at least ONE boss on the way to the Farseer sister plus the ones you get after the sister. I had to gate out. The characters I used were Nuru, Canniballistic, Azzaq, Eliza, Nimodi and Senda. I went back there again and no bosses and no sister inside.

Honestly, not sure what happened there. Your characters are not assigned to any CotW instance, they should be able to zone in and to the quest line in the instance just fine. I tested Ghillie at The Hidden Vale and then inside CotW and she responded properly and the script started to spawn the first boss as intended.

Could you give it another go and let me know?

Just went through and it seems to be fine now. Will do it again later to double check.
