Wake of Tranquility not working?

Is anyone else having trouble with Wake of Tranquility? It seems to have no effect now.

[WoT is an area effect Calm/Lull type of spell which acts on all NPCs within a certain distance of your target.]

WoT seems to have been nerfed, though I don't know whether it happened deliberately or by accident. It seems to have no effect on most of the NPCs in Fungus Grove. It now reports something like "This spell cannot be used on this NPC". But it used to work on those NPCs.... Has the max level of WoT been lowered? Or has the level of trash mobs in Fungus been raised?

Months ago all the lull-type spells were given level limits. Did wake of tranquility work for you recently?

It stopped working a few months ago, and I then I was off the server for a couple of months.
So, yes, that is probably the explanation...

It's a bit crippling for an Enchanter not to be able to use lulls. Wake of Felicity (area mez) still works, but when it breaks everything aggros on you.
