I don't know if it answers the questions of not skipping content. If the goal is to force content experience, those that have the ability to handle VT can still skip people through content pretty easily. It's a fine line. You can over "help" people easily by skipping them through gear, content. The requirement remains (as far as I know) to be in the same guild in order to access Tiers above 2 (referring to alternate ToV) in order to progress.
Content that discourages boxing, and encourages actual people interacting would be my dream. Would be cool to see some emphasis on LDON, group content, make it hard, like really hard, and requiring people to do different tasks, actually playing their class.
Scenario 1: I'm T9, someone just joined the guild is T2. I can go with them and help them get to T3+ , by running the instances with them or more like for them, hoping we can group and experience high end together. I'm still "pushing" them through content faster than normal.
Scenario 2: I'm T9, and doing T8 stuff, someone joined who is T2. I give them a token, and they're immediately able to do content with me. We still skipped content, we just did it in a different way.
