The Hidden Forest

I grabbed this quest before I was flagged for HoH, and then later turned in the fragment of mortality to get flagged. After that, I proceeded to complete the rest of the tasks (collecting essences). On the quest step where it says to turn in the pure essences, the messenger of lord drizku won't accept them from me.

If possible, I would like for the quest script to be able to accept items even if you've already completed the quest on a different character and merely turned in the shard on the questing character, since the purpose of the quest is to flag an entire group.

I think (although I could be getting it confused with something else) that it used to work the way you suggested it, but they nerfed it intentionally. People were spawning the reaper fight over and over with toons that were already t8 flagged.

Warlgor is correct, he drops aug/spells from memory so thats probably why its the way it is.

Time to go do the quest on a non T8 flagged toon if you want to do the fight again.

That is exactly what happened, turned out it was considered an exploit. If you want to pop him again time to make a new toon.

I updated the wiki page to warn about this just now (highlighted with very obvious colors). No other poor souls need find this out the hard way! Sorry for the bad news, Bazillion.
