Ok I tested the new spell file you placed up. I went to POV and then ended up testing it on guys in town this is what I found out.
67 - Shroud of Discord. NO PROC - It says, you must first select a target for this spell when I believe it is trying to proc. Also the proc rate of this spell is horrible.
65 - Mental Horror. Item focus goes off but no damage done and no healing
65 - Black Shroud. PROC - This spell heals me for 110. but does no damage to the mob like a life tap should be doing and is unaffected by my AA's
63 - Shroud of Chaos. This spells says "your target resisted the boggle spell". When I believe it is trying to proc
55 - Shroud of Death. Spams msg. You do not have a pet when trying to proc.
52 - Mental corruption. Seems to be procing. Unsure if values are correct
37 - Scream of Death. Seems to be working. Damages for 100 and heals me for like 110 with focus. But AA's don't seem to be effecting it.
22 - Vampiric embrace. You must be closer

I can confirm on Vampiric Embrace, I kept geting "you too far away" message and could not figure out where they coming from.

I can tell you for sure that last time I played my Sk right after Warrens opening, and proc worked, but its been 2 weeks since.

Everything was working just fine, until the spell file the changed the pets. I went out to POV to test out the pet and noticed I was getting killed way faster then normal and I could do this without a cleric bot just taping and this proc. Now I can hardly tank anything without dying or using a cleric bot. I don't know what to say I think there are other problems with the SK.

I tried to fix this line yet again. Its unsure what's causing the issue as the line has never been touched by myself.
I compared the working and non working ones and tried to solve it that way. On a brighter note, i double the healing and recourse effect values for the last 3 in the line.

Hello I'd like to confirm that this line is still not working correctly. From testing it seems that the following do not proc at all:
Level 67 Shroud of Discord
Level 63 Shroud of chaos
Level 55 Shroud of Death
Level 22 Vampiric Embrace
These do seem to work ok:
Level 65 Black Shroud
Level 37 Scream of Death

Is there anything I can do to help test this further? Just double checked Shroud of discord the level 67 lifetap proc buff, and can't see it proccing at all. Be nice to get this working
