Fists of Wu

The lvl68 Monk Discipline(Melee Spell) Fist of Wu will only buff group members when the caster has either themselves targeted or no one targeted, when an NPC is targetted it only buffs the monk with the effect. I have spoken with both warriors and rogues and have been told that there version (Warrior=Commanding Voice, Rogue=Thief's Eyes) will cast on group members when they have an NPC targetted. Can this be changed to cast the same way as both Warrior and Rogue?

Also I noticed that the Monk Epic 2.0 http://www.thehiddenforest.org/spell.php?id=8002 Balance of the Tranquil focus effect does not seem to be working. The description in game states that it reduces the cooldown on Innerflame Discipline. The base cooldown for Innerflame is showing as 22 minutes in the description on the website and when I have the item equipped it still has a cooldown of 22 minutes after use. Shouldn't the cooldown of this discipline be reduced by the effect or is it already being reduced in some other fashion?

This will take custom coding to fix. None of them work for any classes. For example, my duelist timer reduction doesn't affect the length of the reuse.

Out of curiosity, if this custom code is very time consuming or difficult to write, could we get a temporary effect? I'd love nothing more than to see the timer reduction working on our most powerful disciplines, but if no code is able to be written to change this then perhaps we could slide something in to replace it.

Also a little more on topic, these group buffs that each class is able to maintain do not seem to work on the caster but rather the rest of the group. Is this intentional or can we change that? I believe the Berzerkers was changed to do this but the rest were left untouched. (I'm referring to the three punchie has listed)
Nigrog Dinodeeps 70 Rogue
Lullaby Dinodeeps 70 Bard
Vanlailia Dinodeeps 70 Cleric

A work-around to having group buffs/discs actually land on your group is to make sure you have /tgb off. If you have /tgb on then it will try to buff the mob, and the caster will be the only one who actually gets the buff. The player will get a message saying "your spell did not take hold due to your inability to buff an NPC (which is what it is trying to do).
